Tender Description

⁠⁠⁠Background

The Australian Government has established a clear direction for the responsible and human-centred use of artificial intelligence through its AI Plan. This project reflects those expectations for a more capable, connected, and future ready public service.

The APS Learning Technology Roadmap 2024 identifies strong potential for AI enabled tools to enhance learning experiences across the public service. Global research also shows that GenAI tools designed specifically for learning contexts deliver better outcomes than general purpose AI models (OECD Digital Education Outlook 2026). These insights point to a strategic opportunity for the APS to understand how purpose-built AI tools could strengthen learning and capability development across the service.

APS staff face complexity in navigating the wide range of learning options available across the service, particularly while managing delivery pressures and operating in a constrained fiscal environment (APS Learning Experience and Technology Discovery Report 2024). At the same time, recent research shows that staff are already using Generative AI to support their learning and productivity (APS Learning Experience and Technology Discovery Report 2024). However, much of this use occurs outside secure government systems, creating risks related to data protection, compliance, and the handling of sensitive information.

GovAI has expanded access to secure GenAI capability, agencies vary in their readiness to integrate AI into learning systems and workflows. This highlights a broader need to build internal technical capability: understanding how AI can be safely deployed, what governance and guardrails are required, and what development pathways are feasible for future system integration.

To address this, it is proposed a GenAI proof of concept (POC) be established to explore practical use cases in a controlled environment separate from live systems. This system will not be live or publicly accessible. The purpose is to explore, build evidence, assess value, risks and safeguards before broader adoption and integration into APSLearn, APSJobs or other enterprise systems.
