SACAD 2030 Next Generation

⁠⁠⁠The South Australian Computer Aided Dispatch (SACAD) system provides a common computer-aided dispatch solution for SA Police (SAPOL), SA Ambulance Service (SAAS) and SA Fire and Emergency Services Commission (SAFECOM).

The South Australian Metropolitan Fire Service (MFS) provides call receipt and dispatch services for the three SAFECOM agencies, MFS, the Country Fire Service (CFS) and the State Emergency Service (SES).

Triple zero emergency operations centre (EOC) operators rely on SACAD to determine which resources are closest and most appropriate to respond to the incident and dispatch these resources.

SACAD operates at 99.999% availability.

SACAD is managed by Public Safety Solutions (PSS), a business unit within the Attorney-General’s Department, on behalf of the Minister for Emergency Services.

The South Australian Government is planning a market approach to procure the next iteration of SACAD.

Next Generation SACAD will deliver a fundamental shift from the legacy voice-centric emergency calling system by enabling the handling of rich data, text, and multimedia information in addition to traditional voice calls.

The new solution will form part of a wider unified, digital framework that will build on the success of SACAD and deliver richer, more accurate incident data, enabling enhanced operational intelligence, improved situational awareness for crews, and more effective deployment of emergency service assets.

To deliver this outcome the State is seeking a reliable and scalable CAD solution based on the US National Emergency Number Association (NENA) I3 set of standards along with associated system integration and support services.

The State is seeking to fully transition to a Next Generation CAD solution before December 2030.

The scope of this RFI encompasses four (4) separate service streams:

1. System Integration, Service Management and Software Supply;

2. Network Supply, Support and Maintenance;

3. Servers and Client Supply, Support and Maintenance; and

4. Program Management Services
