Consultancy - Cairns Integrated Resilience Plan

⁠⁠⁠Cairns Regional Council is inviting submissions from suitably qualified and experienced consultants for the preparation of an Integrated Resilience Plan (the Plan) which will set out Council's blueprint for improving natural hazards resilience across the Cairns region, building upon a comprehensive suite of existing studies and strategies derived from across the different functions and directorates within Council.

The Plan will:

- identify the region's current and future hazard exposure, and the risks to systems (community, built, infrastructure, natural and economic) that are unique to the Cairns region;

- be informed by a current state review (benchmarked to best practice) of Council's existing approaches and efforts in resilience building;

- include a decision-making framework for how Council can deliver on its priority projects in a coordinated manner and improve the resilience of the community;

- include hazard-resilient policy positions for important internal Council functions to implement through business as usual and elevated service delivery; and

- provide an action plan for implementation and evaluation, with internal resourcing and capacity considerations.

Consultants will require expertise in resilience planning, governance, strategic planning, engagement, and monitoring, evaluation and learning.

Closing Date and Time: The tender closes at 11.30 PM, Sunday 17 May 2026 (unless extended, check new Closing Date and Time). Submissions must be fully received by this time. Late, verbal or emailed tenders may not be accepted and will be subject to Council's sole discretion.

Submissions will not be opened publicly. The lowest or any tender may not necessarily be accepted.

Council reserve the right to change the specifications prior to making a decision on the submissions received in response to this invitation.

Council may invite all Respondents to change their submission to take into account any change in the tender specifications.

Tenders are to remain valid for a period of 120 days from the Closing Time.
