Tender Description

⁠⁠⁠Scope:

This ATM is for the provision of technical support services to deliver the Australian Maritime Safety Authority’s (AMSA) Indonesia Transport Safety Assistance Package (ITSAP) Maritime Safety program.

The basic requirements of the work are:

(a) Provide continuous, strategic, technical and coordination assistance to the relevant Indonesian Government agencies in the ongoing review/implementation of international obligations under the International Maritime Organisation (IMO), i.e., III Code, SOLAS, IMSBC, IMDG, MLC, BWM, MARPOL, etc. Provide secretariat and document control services (in Bahasa Indonesia and English). (E)

(b) Provide ongoing formal and field training and mentoring of Indonesian marine safety inspectors in the proper conduct of PSC/FSC and other safety inspections, including an annual program of two training courses at Indonesian ports for approximately 15-20 participants per course. (E)

(c) Support ongoing development of technical amendments and updates for the NonConvention Vessel Standards (NCVS) and related regulations/standards. Support consultations and socialisation with stakeholders. Support completion and legislative approval processes. Support related socialisation, mentoring and training for implementation for stakeholders. (E)

(d) Develop simplified, practical technical NCVS guides for key user groups. Must be in Bahasa Indonesia. Style and content to be developed collaboratively with relevant Indonesian agencies. Maintain and expand guides as required. (E)

(e) Design, prepare and deliver training for Indonesian marine safety inspectors and other users for the implementation of NCVS at Class I, II, and III ports (approx. 4 per year). (E)

(f) Prepare and provide technical guidance, presentations and inputs to workshops and seminars on priority and emerging safety and regulatory matters (approx. 10 per year). (E)

(g) Liaise and coordinate with the Ship Safety Inspection Centre of Excellence (SSI-COE), the Solid Bulk Cargoes Testing and Training Facility (SBC-TTF) and the Domestic Ferry Safety Assistance Project (DFSAP). Provide technical and training support and collaboration where synergies exist. (E)

(h) Provide monthly reports to the AMSA project manager detailing all activities conducted that month and those planned for the next month. (M)

Timeframe for Delivery:

 The work must commence as soon as practicable after 01 July 2026.

 Detailed milestones will be negotiated with the successful Tenderer.
