Provision of Internal Audit Services

⁠⁠⁠Council is seeking a suitably experienced and qualified internal audit service provider to deliver internal audit services.

The scope of internal audit services embraces the wider concepts of corporate governance and risk, recognising that controls exist in an organisation to manage risks and promote effective and efficient governance and performance. The types of internal audit services sought by Hindmarsh Shire Council are:

• Assurance Services - objective examination of evidence for the purpose of providing an independent assessment of risk management, control and governance processes.
• Consulting Services - advisory and related client activities, the nature and scope of which are agreed upon with the client, and which are intended to add value and improve business operations.
• Value-adding Services - focus on efficiency, effectiveness and improvement of processes and practices.

The internal audit service provider must be prepared to commence at Hindmarsh Shire Council after 1 July 2026 to prepare:

• A risk-based Strategic Internal Audit Plan for the period 1 July 2026 to 30 June 2029.
• A risk-based Annual Internal Audit Plan for the period 1 July 2026 to 30 June 2027, and then annually thereafter, that comprises the timing, delivery and milestones for the audits to be completed that year.
