Penrith City Council is seeking proposals from suitably qualified and experienced provider to supply, install, commission and maintain an Artificial Intelligence drowning detection system with a view to optimizing swimmer safety through the detection of various aqua safety situations.
The system would be deployed to assist with the current day-to-day operations that support lifeguard positioning, ratios and rotations pending water occupancy and location and venue capacity. It would cover areas such as lagoon entry with changing depth, spa area, 8 lane 25m indoor, adjoining an indoor 50m cross section, as well as the outdoor 50m pool.
The system should be designed to withstand harsh weather conditions and be durable in an environment such as an indoor pool facility with varying degrees of temperature and humidity. Vendors should specifically include how the system works covering the various environments across Penrith City Council with indoor, outdoor monitoring, spa and splash play areas with depth indicators as well as technology used to combat glare, lighting, shadows and black spots on pool surfaces when scanning the bodies of water.
This scope is for the St Mary’s Ripples site, Charles Hackett Drive, St Mary’s. This is inclusive of the indoor and outdoor facilities. Vendors can include additional options for Hydrotherapy Centre and Penrith Ripples. However, the pricing structure needs to reflect the platform being installed initially at St Mary’s Ripples.
The submission will need to demonstrate and complete the following key tasks:
• A review of Councils aquatic facilities to identify the deployment of CCTV positioning
• Type of product supplied
• Asset and Service Compliance
• Method of installation and project timeline
• Privacy, legislative requirements and cyber security
• Data protection
• Testing, commission and training for the system
• Reporting ongoing technical and platform support
• Day-to-Day dashboard operational insights
The scope should include the cost as outlined above, supply, installation. The ongoing maintenance support and licensing costs should have a separate schedule of pricing in line with post project installation and ongoing costs.
Vendors should demonstrate qualifications and experience of people undertaking work for this project inclusive of sub-contractors. Asset and Service Compliance need to demonstrate compliance with Australian Standards.
Training, reporting and ongoing technical support should be included in the ongoing licensing fees associated with the delivery of the product for a year-on-year delivery. The pricing should be itemized separately for training, and ongoing support.
In line with Penrith city Councils values, council will consider any further innovation that could enhance and further support the safety of the venue.
