Pre-Qualified Supplier Arrangement for Bituminous Pavement & Surfacing Surfaces - Asphalt

⁠⁠⁠Logan City Council is is seeking qualified Contractor/s to establish a Register of Pre-Qualified Suppliers for bituminous pavement and surfacing services for Asphalt and Spray Seal works.

Council will establish two separate registers of pre-qualified suppliers for the delivery of Bituminous Pavement & Surfacing Services to Council under a Pre-Qualified Supplier Arrangement

• a register of pre-qualified suppliers for Bituminous Pavement & Surfacing Services (Asphalt); and

• a register of pre-qualified suppliers for Bituminous Pavement & Surfacing Services (Spray Seal)

This tender request is for the Pre-Qualified Supplier Arrangement for Bituminous Pavement & Surfacing Services - Asphalt.

ENQUIRIES

Any questions and responses shall be collated, documented and shared in an open forum on the etender portal to all tenderers to ensure equity and fairness to all respondents. All enquiries in relation to this tender must be submitted via the etender portal

The close time and date of the forum is 9.00pm, 13 May 2026. This will allow respondents to be privy to the same information and allow adequate time to complete a conforming submission.

ONLINE INDUSTRY BRIEFING PRESENTATION

A pre-recorded industry briefing presentation will be uploaded to the etender portal on the 13 April 2026 for Tenderers to view.

LODGEMENT OF TENDER DOCUMENTS

Tenders will only be accepted by Council via the etender portal.

The Tender Response Forms must be completed in full. Tenderers submitting Tenders for more than one Pre-Qualified Arrangement must complete and submit separate Tender Response Forms for each arrangement.

Given the large volume of information that will be included with a Tender, Council suggests that where possible all Tenders be uploaded to the etender portal in a compressed '.zip' format in order to ensure receipt of the whole Tender submission in a single 'package' for each Tender. Please ensure the length of file names are kept to a minimum in order for files to be accessible. Tenders are to be uploaded in a PDF, MSWord, or MSExcel format, shared links will not be accepted.

To prepare your submission:

a) Review the Pre-Qualified Supplier Deed;

b) Review the specification and all tender documents;

c) Download and complete in its entirety, document “1c Tender Response Form Stage 1” 

d) Provide all relevant attachments in the required sections to support your submission; and

e) Upload the completed Tender response and supporting documentation.

Failure to lodge the Tender in accordance with the Tender Conditions may result in a non-conforming offer.

Any difficulty completing or uploading your submission should be urgently reported to the etender portal.

CLOSING DATE AND TIME:

The Tender can only be submitted electronically through the etender portal and prior to the Closing Date. At any time prior to the Closing Date, Council may issue additional or different information to tenderers, which shall be taken into account in preparation of the Tender.
