Forest Plantation Services

⁠⁠⁠Overview

The City and Environment Directorate (ACT), through the ACT Parks Conservation Service (PCS), is seeking to establish a panel of qualified suppliers to provide forest plantation services on an as-needed basis.

About

PCS manages, on behalf of the Territory, 9,000 hectares of commercial pine plantation in the ACT and manually replants a minimum of approximately 300,000 Pinus radiata seedlings on second rotation land each year. PCS also manages reafforestation projects on ex-pine plantation land and within designated riparian management zones, and each year the Territory replants approximately 50,000 native seedlings within the PCS Estate.

Scope

The Supplier will be responsible for delivering a range of on ground establishment and maintenance activities to support successful plantation development. The scope includes:

• Assisting PCS to replant pine seedlings after harvesting, fertilise planted pine seedlings, prune pine trees for clear wood, remove competing weeds, and non-commercially fell trees to space both planted and naturally regenerated stands
• Planting native seedlings in riparian management zones from time to time and removing pine wildings in conservation areas
• Manually maintaining and re-establishing pine plantation and native reafforestation areas
• Undertaking maintenance activities within the PCS Estate, including manual fertiliser application twice a year to apply Boron and Nitrogen/Phosphorous to 1 and 2 year old trees
• Removal of pine wildings within high conservation areas
• Pruning and non-commercial felling of planted and pine regeneration sites
• Roadside clearing within the PCS Estate
• Marking prior to commercial thinning operations
• Undertaking fire prevention vegetation works in fire abatement zones

Services must be conducted in accordance with the relevant sections of the Environment Protection Act 1997 (Appendix 1), the ACT Code of Forest Practices (Appendix 2), the Silviculture Manual (Appendix 3), and the Forest Silviculture Ground-based Operations Guidelines and Quality Control (Appendix 4).

The Territory will issue Suppliers with individual Work Order Requests outlining the specific requirements for each engagement. Suppliers must be able to fulfil Work Orders for the following Services:

• Planting
• Fertilising
• Weed control
• Pruning
• Other associated activities
