Tender Description

⁠⁠⁠Kangaroo Island Council is seeking Expressions of Interest from suitably qualified members of the public to fill three (3) positions on the Audit and Risk Committee, one (1) Presiding Member and two (2) Independent Members for a three-year term commencing 1 July 2026.

The Audit and Risk Committee support Council in fulfilling its governance and oversight responsibilities, including financial reporting, internal control frameworks, risk management, legislative compliance, internal and external audit functions and cyber security frameworks.

In accordance with the Local Government Act 1999, Council is required to maintain an Audit and Risk Committee as a sub-committee of Council. The Committee meets a minimum of four times per year and undertakes the following key functions:

  1. Monitor and review Council’s financial risk environment and governance framework.
  2. Monitor and review Council’s financial statements and quarterly budget reviews
  3. Review updates to Councils Strategic Management Plan and supporting documents such as Long-Term Financial Plan, Asset Management Plan, Workforce Development Plan and Annual Business Plans.
  4. Review Councils Workplace Health and Safety policies and procedures with critical emphasis on risk minimisation.
  5. Contribute to Council’s internal audit function and ensure maximum value from its audit activities and assist in the development of internal audit programs with senior management.
  6. Review the adequacy of Council’s accounting practices, internal financial controls, financial reporting and overall financial management systems; and
  7. Monitor Council’s risk management, governance and internal control frameworks.

The Committee comprises Council Members and Independent Members with relevant skills, knowledge and experience. One Independent Member will be appointed as Presiding Member (Chairperson).

Council seeks applicants of high calibre with recent and relevant experience in financial management, accounting, auditing or risk management. A strong understanding of governance principles, internal audit operations and procurement management is also essential. Experience in local government or the public sector is desirable but not essential.

Appointments will be made for a fixed term, from 1 July 2026 to 30 June 2029. The successful candidates will be compensated for their time and expertise with a meeting sitting fee and travel allowance determined by the Council.

Expressions of Interest should clearly outline the applicant’s experience, skills, knowledge and qualifications relevant to the role and be submitted in accordance with the application instructions provided by Kangaroo Island Council.
