Construct Only Contract for the Warrick Lane High Voltage Upgrade

⁠⁠⁠Overview

Blacktown City Council (BCC) is seeking a contractor to deliver a Construct Only Contract for the Warrick Lane High Voltage Upgrade. BCC intends to deliver high-voltage (HV) infrastructure to the Warrick Lane site to meet anticipated electrical demand and enable future development.

Objectives

• Deliver a compliant HV connection from Newton Zone Substation to the Warrick Lane site in accordance with the certified design
• Ensure all works meet Endeavour Energy standards, relevant Australian Standards, and environmental and safety requirements
• Complete construction within the approved program and budget while minimising disruption to existing services, stakeholders and the community
• Facilitate future load connections and maintain network reliability for the Warrick Lane precinct

Scope

The Contractor shall complete all Works Under the Contract (WUC) for the Warrick Lane High Voltage Upgrade in accordance with the ASP3-certified design, Endeavour Energy standards, and all statutory, environmental, and safety requirements. The WUC includes all works necessary to achieve safe and effective operation of the HV system. Unless otherwise directed by the Superintendent, the Contractor is responsible for all construction methodologies and Temporary Works, with all costs included in the Contract Price.

Pre-Construction

• Obtain all required permits and approvals (including ROLs and Section 138)
• Notify relevant authorities and stakeholders
• Prepare and obtain approval of management plans
• Complete service locating, dilapidation surveys, and site establishment

Construction

• Civil works, including excavation, trenching, conduits, joint bays, backfilling, reinstatement, traffic, and environmental controls
• Electrical works, including installation, testing, and commissioning of 11kV XLPE cables, earthing systems, and two automated switching stations, including SCADA integration and energisation
• Submission of all test records, certifications, and as-built documentation

Contractor Requirements

Accreditation and Compliance

• Maintain ASP1 accreditation and Endeavour Energy authorisation
• Comply with all applicable legislation and Endeavour Energy standards
• Rectify any accreditation lapse at no cost to the Principal
