Infrastructure Works (Minor and Major Projects)

⁠⁠⁠Cairns Regional Council is inviting submissions from suitably qualified and experienced contractors for the Register of Prequalified Suppliers (ROPS) CT005370 for Infrastructure Works (Minor and Major Projects).

GENERAL

Cairns Regional Council (the Principal) is seeking submissions from suitably qualified and experienced Contractors to undertake works across a range of categories relating to water, wastewater, civil and other associated infrastructure. Contractors will support the planning, design and delivery of minor and major infrastructure projects across the local government area.

The ROPS arrangement is intended to support a broad range of infrastructure activities associated with the Principal’s capital and operational programs, including investigation, design, construction, installation, modification, maintenance, refurbishment and remediation of infrastructure assets. The works that Contractors may undertake under this ROPS arrangement may also include temporary or emergency works, with or without a design component.

Contractors will be appointed to a Register of Prequalified Suppliers (ROPS) arrangement as indicated in Clause 2 below. The primary objective of establishing a ROPS arrangement is to enable the Principal to engage with prequalified Contractors to deliver identified projects within defined milestone timeframes.

Under this ROPS arrangement, Contractors may be invited, from time to time, to submit quotations for projects to be delivered within specified timeframes in an efficient and cost-effective manner. The Principal, at its discretion, may seek quotations from one or more Contractors appointed to the ROPS arrangement. Invitations to quote will generally be issued to Contractors appointed to the relevant category or categories of work.

The arrangement will cover 14 main categories of works, which are listed below:

• Category 1 – Ground and embankment stabilisation

• Category 2 – Stormwater and drainage works

• Category 3 – Transport infrastructure works

• Category 4 – Structural and civil concrete works

• Category 5 – Sewer mains

• Category 6 – Water mains

• Category 7 – Sewer pump stations

• Category 8 – Water pump stations and reservoirs

• Category 9 – CCTV inspection, relining and trenchless rehabilitation of sewer, water and stormwater assets

• Category 10 – Telemetry, SCADA, PLC and instrumentation systems

• Category 11 – Welding and steel fabrication services

• Category 12 – Demolition works

• Category 13 – Infrastructure construction, refurbishment and remediation works

• Category 14 – Miscellaneous works

Enquiries: Tender enquiries, questions or clarifications should be directed via the online forum. Cairns Regional Council officers are unable to respond to verbal enquiries in relation to the tender. The forum will close five days prior to the closing time and date. Please ensure that all questions, information requests and clarifications are posted prior to this time.

Lodgement of Submissions: Completed responses must be lodged by uploading the submission to the etender portal, using the response forms within the tender documentation.

We strongly recommend that you begin uploading your tender submission files at least two (2) hours BEFORE the tender closing time.

Late, verbal or emailed tenders may not be accepted and will be subject to Councils sole discretion.

Submissions will not be opened publicly. The lowest or any tender may not necessarily be accepted.

Council reserve the right to change the specifications prior to making a decision on the submissions received in response to this invitation.

Council may invite all Respondents to change their submission to take into account any change in the tender specifications.

Tenders are to remain valid for a period of 180 days from the Closing Time.
