Tender Description

⁠⁠⁠Council are inviting submissions from consultants to review our existing Flood Risk Management Study & Plan and to outline a methodology that will achieve the objectives of the study.

STUDY OBJECTIVES

The objective of this study is to improve understanding of flood behaviour and impacts, and better inform management of flood risk (through flood risk management, emergency management and land use planning) in the study area in consideration of the available information, and relevant standards and guidelines as outlined in Sections 4 and 5, respectively.

The study will be overseen and guided by Council and its Flood Risk Management Committee, which may include representatives from key stakeholder and end user groups.

The study will be guided technically by Council and a technical working group, which may include representatives from the Council and other organisations (such as NSW

Government agencies, including DCCEEW and NSW SES). The Council will be the day-today contact for the study.

The project will review the existing flood risk management study and plan, to enable an understanding of the impacts and changes in flood behaviour due to physical alteration of catchment characteristics such as construction of flood mitigation works or extensive new development in the catchment. It also involves reviewing existing recommended management measures as well as testing and investigating practical, feasible and economic management measures to reduce residual risk by managing existing, future and continuing risk. The revised flood risk management study will provide a basis for informing the development of an updated flood risk management plan.

The overall project provides an understanding of, and information on, flood behaviour and associated risk to inform:

  •  relevant government information systems
  •  government and strategic decision makers on flood risk
  •  the community
  •  flood risk management planning for existing and future development
  •  emergency management planning for existing and future development,
  •  strategic and development scale land-use planning to manage growth in flood risk, and
  •  other key stakeholders (including utility providers and the insurance industry) on flood risk

The degree of sophistication of the study should be commensurate with the scope of the study, the outcomes and outputs required from the study and the complexity of the flood situation.

Depending upon the degree of sophistication of the study the outputs of the study outlined in

Section 7 may be able to assist this by:

  •  providing a better understanding of the following for the existing scenarios and how they may change in consideration of future scenarios (see Understanding and Managing flood risk guide)
    •  flood constraints including flood behaviour, flood function, flood hazard and flood risk across the full range of flood behaviour and across the study area
    •  impacts and costs for a range of flood events on the existing community
    •  emergency response situation and limitations for emergency management
    •  effectiveness of current or proposed management measures
  •  facilitating information sharing on flood behaviour and risk across government and with the community

The study outputs can also inform decision making for investing in the floodplain; and managing flood risk through prevention, preparedness, response and recovery activities.
