This Tender is invited by the Issuer.
The Network Technical Monitoring System (NTMS) has been in operation for more than 30 years and presents increasing operational, safety, and regulatory risk. Key issues include ageing infrastructure, obsolescent operating systems, limited spare parts, high manual configuration effort, poor alarm management (including Next Gen impacts), labour-intensive reporting, and escalating system complexity driven by in-house mediators.
Following several unsuccessful replacement attempts, the Technical Monitoring System – OneSKY (TMSO) program commenced in 2025, implementing VT Scada to deliver monitoring capability across 27 sites. This has established VT Scada as the strategic platform for future monitoring needs.
NTMS Phase 2 proposes extending the VT Scada solution to more than 200 remaining Airservices sites. Delivery complexity has materially increased due to expanded scope, heightened stakeholder expectations, and dependency on alignment with broader enterprise initiatives. Current project resources do not have the capacity or specialist expertise required to meet governance milestones within the required timeframes without significantly increasing delivery and approval risk.
It is recommended that a dedicated Project Manager with VT Scada experience be engaged as a priority
