Wagga Wagga City Council (WWCC) invites tenders from suitably qualified and experienced suppliers for the design, supply, installation, commissioning and performance validation of a new sludge dewatering system, including replacement of the polymer batching and dosing system, at the Narrung Street Sewage Treatment Plant (STP).
Scope of Works
The scope of works includes, but is not limited to:
5.1 Sludge Dewatering System
• Design and supply of a complete sludge dewatering solution
• Technology may include (but is not limited to):
o Centrifuge
o Belt filter press
o Screw press
o Other proven wastewater sludge dewatering technologies
• Removal and disposal of the existing centrifuge
• Integration with existing sludge feed and discharge systems
• All mechanical, electrical, instrumentation and control components
• Noise, vibration and odour considerations
5.2 Polymer Batching and Dosing System
• Supply and installation of a new polymer batching / make-down system
• Automated batch preparation with consistent polymer concentration
• Polymer storage, transfer and dosing equipment
• Integration with dewatering equipment control philosophy
• Ability to optimise polymer usage and minimise wastage
• Provision for operator adjustment and monitoring
5.3 Electrical, Control & SCADA
• New local control panels and MCCs as required
• Integration with Council’s existing SCADA system
• Provision of control philosophy, cause & effect, and I/O lists
• Remote monitoring of key performance parameters
5.4 Commissioning and Training
• Wet commissioning and performance testing
• Operator and maintenance training
• Performance validation against guaranteed criteria
6. Performance Requirements
Tenderers must clearly state guaranteed performance including:
• Throughput capacity (dry solids kg/hr or equivalent)
• Achievable cake solids (% DS)
• Polymer consumption (kg polymer / tonne DS)
• Power consumption
• Availability and reliability expectations
• Expected maintenance intervals and wear part life
Council reserves the right to reject solutions that do not demonstrate performance equal
to or better than the existing centrifuge.
7. Design Life and Reliability
• Minimum design life: 15 years
• Equipment must be suitable for continuous exposure to wastewater environments
• Materials selection to consider corrosion, abrasion and chemical exposure
• Proven reference installations in municipal wastewater treatment applications are required
8. Documentation Requirements
Tender submissions must include:
• Technical description of proposed dewatering technology
• General arrangement drawings
• Process flow diagrams and P&IDs
• Electrical single line diagrams
• Control philosophy
• Maintenance schedules and spare parts lists
• Warranty details
• Delivery and installation program
• Schedule of deviations (if any)
