Tender Description

⁠⁠⁠Banana Shire Council invites tenders from suitably qualified tenderers for the completion of the construction of Prospect Creek School Safety Project 2025 – 2026 as described in more detail in Part 5 – Scope. All works related to this contract must be completed within 60 days after the contract award.

Trap Gully Landfill is located on Forestry Road, approximately 1.5 km from the intersection with the Dawson Highway and approximately 15 km north of Biloela township. The property is described as Lot 30 RP 899131 Parish Spier County Raglan. The landfill is currently operated under Environmental Authority (EA) Permit Number EPPR00818213.

Scope of Works

BSC are seeking a modular system for the incineration, or an alternative treatment option, of leachate at the Trap Gully Landfill.

The Supplier shall provide all labour, materials, equipment, transport, supervision, commissioning, documentation, and training necessary to design, supply, install, commission, and maintain a fully operational leachate treatment system for Trap Gully Landfill. The works constitute a single integrated package and are not separable portions.

The scope includes, but is not limited to, the following components:

1. Detailed System Design

- Prepare a treatment system design package including process design, system capacity, PFAS/PFOS treatment approach, hydraulics, control systems, power requirements, and layout drawings.

- Design must consider:

  • Must be onsite at the Trap Gully landfill (unless suitable offsite alternative can be found);
  • No access to mains power (generator-powered system required);
  • Limited site space (~450–1,000 m²);
  • Integration with existing leachate wells (LW1 and LW2) and storage tanks.

2. Supply of Equipment

  • Provision of all system components including treatment units, pumps, tanks (if required), filtration/adsorption systems, instrumentation, control systems, and generator(s);
  • All equipment must be robust for landfill environments and suitable for PFAS affected leachate.

3. Installation & Commissioning

  • Complete installation including civil works, electrical setup, generator connection, piping, bunding, and integration into current leachate transfer infrastructure.
  • Conduct commissioning, validation testing, and performance verification to demonstrate compliance with required treatment outcomes.

Training and Handover

The Supplier shall provide comprehensive operational training and handover materials, including:

1. Operator Training

  • Onsite training for BSC operators covering system operation, safety, maintenance tasks, troubleshooting, and generator use.

2. Documentation & Manuals

  • Provide an Operations & Maintenance (O&M) Manual, as installed drawings, commissioning records, servicing schedules, and emergency procedures.

3. Operational Support Period

  • Offer a minimum 3 month period of post commissioning support to assist BSC during the initial operational phase.
