This Tender is invited by the Issuer.

⁠⁠⁠The NPHSS is currently in its early development stage. The Business Analyst will play a crucial role in supporting the implementation of an early-phase Proof of Concept project, accurately capturing and reflecting business requirements from the start, and demonstrating these in the solution.

The successful candidate will ideally have experience in participating in large-scale IT projects, particularly in the health or public sector. They should display the following characteristics:

  • An analytical mindset, able to identify and articulate business needs and translate them into clear and unambiguous business and technical requirements.
  • Attention to detail with accuracy of user needs and system requirements accurately documented.
  • Strong communication skills, able to liaise effectively with business stakeholders and technical teams.
  • User-focused approach prioritising understanding and addressing of the target audience’s access and usage needs.
  • Problem-solving ability to address challenges in user/business requirements and translate them into solutions.
  • Adaptability, to be comfortable working in a dynamic, fast-paced environment with flexibility in incorporating feedback and adjusting to design iterations.
  • Effective collaboration working with a variety of stakeholders including business stakeholders, data and solution architects, service/ux designers, developers and end-users (internal and external).
  • Proven experience (5 years) working as a Business/UX Analyst or in a similar role on large-scale IT delivery.
  • Proficiency in analysis techniques, development methodologies.

They will work closely with various stakeholders, particularly the end-users, business stakeholders, senior executives, architects, and other key stakeholders from the Australian CDC, the Department of Health, Aging & Disability, Digital Transformation Agency (DTA), Department of Finance, and state and territory health authorities, to ensure the successful identification, documentation and confirmation of relevant business and functional requirements for the NPHSS. The Business Analyst will play a key role in ensuring that the NPHSS meets the needs of all stakeholders and delivers the intended benefits to Australia's public health system
