Tender Description

⁠⁠⁠Call for Expression of Interest (EOI)

The Principal is seeking suitably experienced Contaminated Land Remediation Contractors (CLRCs) to provide the following services for the Project:

* Early Contractor Involvement (ECI)

* Remediation Works.

Scope of Works (SOW):

A brief, non-comprehensive summary of the investigations done on the Site to date is as follows. Respondents are to refer to the Early Contractor Involvement Presentation (GPM 12/03/2026) for further details.

The Site has been split into Areas A to H with 16 Areas of Environmental Concern (AECs) requiring remediation identified, as shown below. It should be noted that Area F will not be in the scope. 

The RAP is currently in development and will be made available to the CLRCs that successfully progress to the ECI Phase. A RWP will also need to be developed in the ECI Phase to finalise the remediation scope.

A summary of the remediation required on the Project is outlined below.

Contamination in soils/above ground:

  • Friable asbestos identified within Area C where the concrete slab has been removed and backfilled.
  • Layer of soil with high amount of crushed coal with varying thickness within Areas B, D, H and potentially G.
  • Lead hotspot identified in AEC8
  • Total Recoverable Hydrocarbons (TRH) exceedances at AEC1, AEC11 and AEC12 along with two samples in Area C
  • Heavy metals exceedances across the site
  • Per and Polyfluoroalkyl Substances (PFAS) impacted soils within Area A (impacted soils outside of Area A do not present a human health or direct ecological risk), and surface water within the bunded area around AEC8.

Contamination in groundwater:

  • Light Non-Aqueous Phase Liquid (LNAPL) plume beneath the Area C within AEC1
  • PFAS plume beneath Area A
  • Chlorinated hydrocarbons were identified within groundwater in Area G

The Project will be split into the following stages:

1. EOI (this phase)

2. ECI Phase 1- Request for Tender (RFT)

3. ECI Phase 2- Development of preferred remediation solution, and confirmation of CLRC deliverables

4. ECI Phase 3- Commercial Finalisation

5. Contract Execution and Remediation Works

A brief overview of the scope of work is described in the EOI Invitation- Section 5- Scope of Works. More details will be included in the Request for Tender (RFT) documents provided to organisations that are invited to submit tenders as a result of this EOI process.

Following the ECI, the Principal intends to engage the successful CLRC under a Design & Construct (D&C) contract model.
