Tender Description

The Department seeks to establish an agreement that delivers a strong, sustainable Software Asset Management (SAM) capability to support effective software procurement, vendor management, and licensing compliance. The overarching outcome is to reduce commercial and compliance risk, improve value for money, and deliver measurable cost avoidance and savings across the software environment.

This arrangement will also support the uplift of SAM maturity across the Department by embedding best‑practice processes, governance, and controls, while strengthening APS capability through structured and consistent knowledge transfer.

The objective is to enable the Department to confidently manage its software assets and vendor relationships through improved insight, governance, and commercial leverage, ensuring alignment with business needs, licensing models, and whole‑of‑life cost considerations.

The Service Provider is required to supply specialist resources and services across the following functional areas:

  • Provide qualified personnel to support the Department’s software asset management, licensing compliance and governance requirements.
  • Contribute to the development and daily management of IT SAM capability, including the creation of SAM strategy and process documentation.
  • Deliver maturity assessment and support uplift initiatives, and drive continuous improvement in SAM practices, controls and outcomes.
  • Manage and deliver licence true-ups, audit readiness, and provide governance and audit response support.
  • Deliver strategic negotiation services, including technical and commercial support for key licensing, renewal, and contract negotiation activities.
  • Validate business requirements related to software and licensing and support the acquisition of new or enhanced software capabilities, ensuring alignment with licensing models, usage needs, and value-for-money principles.
  • Identify opportunities for financial benefit, cost avoidance, and savings, and implement strategies to realise them. This includes optimising licence terms, consumption, and usage models, consolidating and rationalising software products, maintenance optimisation, renewal planning, and improvements in policy and governance.
