Strategic Review of Campaspe Shire Councils Depot Facilities

⁠⁠⁠Council is seeking specialist expertise to undertake a comprehensive strategic review of its existing depot infrastructure across the Shire. The successful respondent will be required research and consider the number, location and layout of depots required to meet the current and future (2026 and 2040) operational and maintenance needs for Council’s Parks & Gardens and Works teams and develop a range of costed facility options for consideration.

The project includes:

• Mapping/identification of Council’s 2026 operational and maintenance effort for its Parks and Gardens and Works teams

• Mapping/identification of the likely Council 2040 operational and maintenance effort for its Parks and Gardens and Works teams

• Benchmark three (3) similarly sized Councils (population and area) with modern upgraded facilities that would be considered ‘best practice’, for consideration in the development of options

•Consider future sustainable energy impacts on the type, fuelling and servicing of plant, fleet and equipment

• Review and consider management of current hazardous waste and future opportunities

• Identify and quantify the service requirements of relevant authorities – water, sewer, power, communications, environmental

• Identify and provide a review of the cultural heritage and environmental requirements

• Consider Section 3.5.1 of Council’s ‘Campaspe Plant and Fleet Management Review Report’

• Depot facility options to consider as a minimum:

     -‘base case’ proposal – Scope and cost required to bring all the existing depots up to a standard of minimum compliance (for comparison purposes)

     -‘Hub and spoke’ proposal

     -‘Single super Depot’ proposal

• Provide recommendations regarding the best-value facility scenario including the number of depots, locations, sizes and work tasks to be performed from each Depot

The options for the depot facility scenarios must include:

• Locality plans, layout plans and graphic renderings

• A Benefit Cost Ratio (BCR)

• A staging plan with a proposed split of projects that can be progressively funded by Council, ranked in priority order

• Consideration for land expansion beyond 2040. Potential funding opportunities through sales and lease of existing sites if no longer needed

• Quantity Surveyor costings including an estimate of land purchase prices where new locations are proposed, and sale prices should it be recommended that some sites be relinquished
