Introduction and Background
The Fintel Alliance was established to strengthen Australia’s response to serious and organized financial crime through enhanced collaboration between AUSTRAC, law enforcement and reporting entities. Through this collaboration, AUSTRAC and its partners have demonstrated that coordinated analytical effort and structured information sharing can materially improve collective impact against financial crime threats.
With the endorsement of the Fintel Alliance Expansion Strategy, AUSTRAC is now progressing the next phase of capability development to define the next stage of this evolution. Phase 2 of this engagement will develop the detailed design required to enable that progression.
Strategic Vision for the Next Generation Intelligence Capability
The Fintel Alliance Expansion Strategy sets out the ambition to evolve the current collaborative model into a structured, scalable intelligence capability that strengthens Australia’s response to financial crime.
The vision is to establish a unified intelligence platform that brings together data, analytics, and investigative tools in a coordinated and secure environment. By enabling consistent data standards, shared analytics, and near real-time information exchange, the platform will produce more complete, actionable, and timely intelligence. This platform is intended to improve the ability of government, law enforcement, and major reporting entities to identify emerging threats, detect complex financial crime patterns earlier, and take coordinated, disruption focused action based on a shared intelligence picture.
The intended end state capability will:
- Integrate data from public and private sector participants under clear governance settings.
- Enable consolidated views of entities, transactions, and networks.
- Support advanced analytics and intelligence-led detection methodologies across an integrated data picture.
- Reduce fragmentation of data sources and manual processes.
- Provide scalable architecture capable of adapting to emerging threats.
- This represents a shift from ad hoc collaboration toward a structured, sustainable, and technology-enabled intelligence capability.
Role of the Collaborative Analytics Hub (CAH)
The Collaborative Analytics Hub (CAH), as a capability underpinning the future methodology for Fintel Alliance, provides the foundational capability underpinning this next stage of development.
The CAH Proof of Concept demonstrated the value of coordinated analytics, shared typology development, and joint investigation support within a governed environment. It validated that structured collaboration and shared data between public and private sector partners strengthens detection and disruption outcomes. Strategically, the CAH represents:
- A proven collaboration model between AUSTRAC, law enforcement and reporting entities.
- An established governance framework for shared data use.
- A working demonstration of cross-sector intelligence development.
- A trusted environment that has built confidence among participants.
The CAH is not the final operating model. While it has validated the collaborative concept, it remains limited in scale, automation, and architectural maturity.
The Strategy envisages building on these foundations to establish a more formalized, scalable, and enduring intelligence capability. In this context, the CAH functions as a validated foundation and transition point between current state operations and the future operating model, providing the base capability from which the next generation platform architecture and operating model can be developed.
Phase 2 of this engagement will design that evolution, aligned to the Strategic Vision, and will develop the detailed design required to enable future state capability.
