Tender Description

The Australian Institute of Marine Science applies science-based solutions to the key challenges facing those who live and work in the waters of northern Australia. ReefScan Surface is part of AIMS’ ReefScan technology suite and is designed to support reef monitoring and operational decision making through scalable, surface deployed imaging and data acquisition. We are aiming to identify an Australian industry partner capable of manufacturing, integrating, and delivering ReefScan Surface systems, commencing with a low-rate initial production build and with the capacity to scale. Additionally we are also looking to identify an Australian industry partner capable of providing sustainment, maintenance, and customer-facing support for ReefScan Surface as an operational capability. Respondants are invited to apply or either component of the EOI or both.

To identify an Australian industry partner capable of manufacturing, integrating, and delivering ReefScan Surface systems, commencing with a low-rate initial production build and with the capacity to scale.

Scope of Service

The Production Partner is expected to demonstrate capability to:

  • Manufacture and assemble ReefScan Surface systems in accordance with AIMS-provided design documentation, specifications and Australian standards.
  • Integrate mechanical, electrical, and computing subsystems.
  • Collaborate with AIMS on design-for-manufacture and design-for-serviceability improvements, including suggested improvements
  • Support the development or updating of associated documentation of design changes.
  • Implement appropriate quality assurance and configuration management
  • Manage marine-grade and specialist supply chains
  • Deliver systems suitable for operational deployment
  • Provide advice on Maintenance and support plans
  • Ensure Australian standards and RPEQ compliance. 

Indicative Production Requirement

The following is an indicative production requirement.

  • Establishment of the production line, with option to include design certification.
  • Initial build of up to ten (10) ReefScan Surface units.
  • Ability to scale to up to approximately 50 units over 3 years,
  • Completing approximately 100 units over 5 years.

Conditions for Participation:

1. It is a requirement of the Commonwealth Procurement Rules that the AIMS must not enter into a contract with a contractor who has had a judicial decision (being a decision of any court, tribunal or other body with authority to make a decision or determination which is binding on the contractor) against it (not including a decision under appeal) relating to employee entitlements and has not paid the claim.

2. The Australian Government has adopted a policy of not purchasing goods or services from suppliers who do not comply with their obligations, if any, under the Workplace Gender Equality Act 2012 (Cth).
