Tender Description
The Commonwealth of Australia, as represented by the Department of Finance (Finance), is seeking to engage industry through an open Request for Expression of Interest (REOI) as the first stage of a two-stage process for an Innovation Challenge focused on Digital ID–enabled staff onboarding solutions. This procurement seeks to identify suppliers with the capability and capacity to design and deliver Proof of Concept (PoC) demonstrations that show how Digital ID, open standards and secure attribute exchange could support more efficient, trusted and consistent staff onboarding across Australian Government agencies.
The procurement is outcomes-focused and is intended to assess technical feasibility, interoperability, security, privacy and supplier capability, rather than to procure a production system. Respondents may be shortlisted following Stage 1 to participate in a subsequent PoC stage, where selected suppliers may be invited to further develop and demonstrate their proposed solution using test or mock environments and synthetic data. Solutions are expected to align with the Australian Government Digital ID ecosystem, relevant Digital ID data standards, and Australian Government API design standards, and to demonstrate end-to-end onboarding workflows, consent management, attribute exchange and auditability.
This REOI does not constitute a commitment to procure a production solution or to proceed beyond the PoC stage. Outcomes from the Innovation Challenge may be used by Finance and other agencies to inform future policy, design or procurement considerations, which would be subject to separate approvals, funding decisions and a further approach to market.
