Cloud-Based Development Environment

The National Archives of Australia (National Archives) is modernising its software development capability by replacing its current virtual development environment (JumpBoxes), which no longer supports modern delivery practices and introduces operational, productivity, and security risks. National Archives currently operates a single hybrid Production domain, where test servers coexist with production infrastructure within an on‑premises Active Directory integrated with Microsoft Entra ID. This configuration creates risks such as configuration drift, data leakage, and release defects.

The purpose of this procurement is to engage a supplier to design, implement, secure, and transition a cloud‑based development environment that restores a productive, compliant, and scalable software delivery capability. The solution will provide individually isolated developer workspaces, role‑based automated provisioning, and integration with National Archives’ identity services and source control/CI/CD tooling, including Git‑based workflows and Azure DevOps or equivalent. The platform must operate exclusively within Australian cloud regions to maintain data sovereignty and demonstrate alignment with PSPF and Essential Eight Maturity Level 2 security controls for OFFICIAL: Sensitive information.

This initiative supports National Archives’ Strategy 2025-2030: Evolving National Archives by enabling secure, modern, and efficient software delivery across more than 50 business systems, including RecordSearch. The scope includes solution design, a validated pilot for 3–5 users, production rollout for 10–15 developers across DEV/TEST/PROD domains, migration from JumpBoxes and TFS, delivery of security and operational documentation, training and knowledge transfer, and a 30‑day hypercare period prior to transition to BAU. The successful supplier will deliver a fully managed, scalable, and compliant development environment that meets National Archives’ contemporary operational needs.
