SCOPE OF WORK
Ranger HME Disassembly. Cleaning & Minor Repairs
ERA – Ranger Mine (NT, Australia)
ERA is seeking a single prime contractor to perform full disassembly, cleaning, decontamination, minor mechanical repairs, and preparation for radiation clearance of Heavy Mobile Equipment (HME) and selected assets at Ranger Mine. The contractor must prepare all assets to a radiation‑test‑ready and load‑ready condition for eventual sale and offsite transport (transport coordinated by ERA).
Program duration: minimum 3 months, delivered in phased batches.
Asset Context
Fleet includes: 785 haul trucks, D10/D11 dozers, EX2500 excavators, graders, wheel loaders, service/water trucks, crushing/screening units, forklifts, skid steers, trailers, and other ancillary equipment in various states of operation.
A detailed asset register will be provided at RFT.
Scope of Services
1. Cleaning, Decontamination & Disassembly
Full external and targeted internal cleaning to ERA standards.
Removal of mud, debris, hydrocarbons using hot wash, steam, degreasers, and selective blasting.
Most assets require disassembly to access contamination points and meet transport requirements.
Coordinate equipment movements within cleaning and storage areas.
2. Radiation Testing Support
Present assets for ERA’s staged radiation checks.
Re‑clean as required until clearance is achieved.
Maintain “clean‑hold” areas.
Note: ERA performs all radiation testing and issues clearance.
3. Minor Mechanical Repairs (Mobility Only)
Repairs limited to safe onsite movement:
oil‑leak containment, battery checks/replacement, steering/brake functionality, and transport‑related component removal.
No major overhauls.
4. Staging & Load‑Readiness
Manage the workflow: Cleaning → Testing → Clean‑Hold → Load‑Out.
Ensure correct positioning for inspection and loading.
Interface with ERA’s transport contractors for lifts and specialised handling.
Deliver assets in load‑ready condition.
5. Batch Delivery
Execute work in sequential batches with quality, safety, and radiation‑interface hold points.
Key Deliverables
Mobilisation plan, work methods, HSE/radiation procedures, batch schedule, weekly progress reporting, quality evidence (photos, sign‑offs), environmental/waste records, and batch demobilisation reports.
Site Conditions
Work occurs in defined cleaning, radiation, clean‑hold, and load‑out zones.
Some assets require towing (ERA provides 785 tow assist).
Supplier must manage wastewater, oily waste, consumables, and provide clean, well‑maintained mine‑spec vehicles.
EOI Submission Requirements (max 20 pages)
Company capability and relevant experience.
Methodology for Cleaning → Radiation Checks → Clean‑Hold → Load‑Ready.
Hydrocarbon/wastewater management approach.
Resourcing and equipment list.
HSEQ systems and sample JHAs/SWMS.
Schedule and batching philosophy.
Commercial structure (rate‑based).
Assumptions, exclusions, risks, and three references.
Interfaces
Supplier: all cleaning, disassembly, mobility repairs, hydrocarbon/waste management, staging, and documentation.
ERA: site access, zone control, radiation testing and clearance, transport and crane coordination.
