Tender Description

ABOUT SINGLETON: Located at the gateway to the famous Hunter Valley vineyards and surrounded by untouched national parks, Singleton was founded on agriculture, driven by coal and sustained by the Hunter River. Singleton is home to a population of approximately 24,000 who enjoy the diverse food and wine, industry, history, sports and art and culture.

ABOUT THE TENDER: Singleton Council is seeking tenders from suitably qualified Service Providers to increase service levels and to beautify the amenity of the Sedgefield and Jerrys Plains cemeteries.

Council has allocated funding for a 3-year contract to maintain the areas within scope on a regular basis.

It is expected that the successful Service Provider will use local businesses and workforces, including subcontractors from within the Singleton LGA, to deliver the mowing and maintenance requirements.

SCOPE:

The works required under this tender are identified as Sedgefield and Jerry’s Plains cemetery mowing and maintenance works, which includes but are not limited to:

• Mowing, snipping, edging, blowing and spraying the cemetery areas.

• Litter collection and disposal.

• Green waste collection and disposal eg) Fallen branches

• Visual inspections and minor maintenance of Council infrastructure, filling sunken graves to ground height with topsoil, visual inspections of seating, fencing, bins roadways and tree’s reporting any maintenance issues or hazards.

• Allowance to pick up and dispose of flowers after storm events.

• Before and after reports of each service.

• Have the capacity to service every 2 - 3 weeks consistently in summer and 4 - 6 weeks in winter.

• Have the flexibility and foresight to complete mowing and maintenance before school holiday periods and scheduled events as negotiated with Council. Australia day, Easter, Anzac Day, Mother’s Day, Father’s day and Christmas require compulsory services the week leading into these occasions.

• Successful contractor to liaise Council’s customer service desk to make sure there are no burials scheduled for the days of scheduled services.

• Line-item allowance for pressure cleaning Uniting Columbarium, Entry Gate Columbarium section or any other nominated area.

• Line-item allowance for filling sunken graves to ground height with topsoil (per grave).

ENQUIRIES: All tender enquiries should be directed to the tender online forum via the e-tendering portal.

SUBMISSIONS: Completed responses can ONLY be submitted via the electronic tender box provided in the format provided as per the Conditions of Tendering. Tenderers will receive a Successful Submission Receipt timed and dated upon completion.

In the preparation and submission of the tender and without limiting the Tenderers obligations, the Tenderer shall submit a tender which includes all Schedules including the Tender Form and any other declaration required filled in and signed, together with any other documents, information and details necessary to make the tender complete. The Tenderer shall not submit a tender without a firm intention to proceed nor engage in any form of collusive practice not directly or indirectly canvass support from an elected member or employee of Council at any time.

Council staff are unable to respond to verbal enquiries in relation to the proposal. Late, verbal, faxed or emailed proposals will not be accepted.

A MANDATORY PRE-TENDER/SITE MEETING: Will be held on Wednesday 4 March 2026 at 1.00am with further details and registration process located within the Conditions of Tendering.

CLOSING DATE AND TIME: Tender close at 2.30pm (Australian Eastern Standard Time AEST or Australian Eastern Daylight Time AEDT, whichever is applicable in NSW at the time of tender close) on Wednesday 18 March 2026.

Council is not bound to accept the lowest priced tender or all or any part of a tender and reserves the right to conduct the RFT process and select the successful Tenderers as it sees fit.
