Road Deterioration Forecast and Asset Renewal Programme Development

Whakatane Council is seeking proposals for the development of:

• 30-year modelling forecasts for pavement and surface condition under three investment scenarios:
•  Balanced (BAU) Scenario
•  Optimised Investment Scenario
•  Reactive Maintenance Scenario
•  3-year pavement and surface forward works program (FWP) for surface and pavement renewals on our sealed road network, including field verification.
•  10-year pavement and surface forward works program (FWP) for surface and pavement renewals on our sealed road networks.
•  Development or deployment of an AWM based, or integrated, management system for tracking FWP, associated pre-seal repair works, culvert replacements, and budget availability.
• 10-year renewal programme for kerb, channel, culverts, and associated drainage infrastructure that aligns with the 3-year forward work programme and longer-term forecasts.

This project offers an opportunity for consultants to provide key asset management services to Council and provides an opportunity to show case best practice FWP management systems deployable across numerous small and medium sized council clients.
