Kerbside recycling processing

Hepburn Shire Council is seeking quotations from suitably qualified and experienced contractors for the processing of commingled kerbside recyclables under a Schedule of Rates agreement. The contract term will be two (2) years, commencing 1 July 2026 and concluding 30 June 2028.

Council currently collects approximately 1,438 tonnes per annum of commingled recycling through its kerbside service.

The recyclable material stream includes:

• Paper (including magazines and newspapers; excludes laminated paper)

• Cardboard (clean, dry; excludes waxed cardboard)

• Rigid plastic packaging (1 – PET, 2 – HDPE, 5 – PP)

• Glass bottles and jars (lids removed)

• Aluminium and steel food cans

• Aluminium soft drink cans

• Empty household aerosols

The scope of this quotation covers processing only. While transportation is excluded, Council notes that processing facilities located in closer proximity to Hepburn Shire may receive favourable consideration during evaluation due to potential environmental, operational, and service delivery benefits.

Council is seeking a reliable contractor with proven capability to process mixed recyclables to required industry standards, maximise resource recovery, and ensure environmentally responsible management of residual materials.
