Standing Offer for Market Intelligence Services

The Lead Customer is proposing to establish a Standing Offer Arrangement to cover Industry and Market Insights Services that assist the Lead Customer and the broader Government procure external services to supplement our work in assisting Australian companies export and find new markets for their products and services.

The purpose of the Standing Offer Arrangement (Industry and Market Insights Services Panel) is to provide, timely, high-quality, credible and actionable intelligence and research to support Austrade and Industry partner’s objectives.

The Standing Offer Arrangement (Industry and Market Insights Services Panel) will comprise of multiple specialist suppliers offering complementary expertise. Austrade may engage a single provider; or multiple providers collaboratively.

Other Instructions:

Conditions for Participation:

a) a Valid and Satisfactory Statement of Tax Record by the Closing Time, or a receipt demonstrating that a Statement of Tax Record has been requested from the Australian Taxation Office by the Closing Time; and

b) for any Subcontractor that the Potential Supplier proposes to engage to deliver Goods or Services with an estimated value of over $4 million (GST inclusive), a Valid and Satisfactory Statement of Tax Record for that Subcontractor.

In any case, the Lead Customer will exclude a Response from further consideration unless the Supplier has provided all required Valid and Satisfactory Statements of Tax Record no later than 4 business days from the Closing Time and before the award of any contract, whichever is earlier, refer https://www.ato.gov.au/Business/Bus/Statement-of-tax-record/ for more information.

c) confirmation the Potential Supplier will agree to the full term/conditions in the CCS DOSO and contract terms with no amendments. These terms have been designed to enable Commonwealth officials to comply with their legislated responsibilities and are therefore NOT negotiable.
