Flinders Shire Council Community Needs Assessment

Flinders Shire Council (Council) invites suitably qualified and experienced contractor to submit a quotation for the delivery of a Community Needs Assessment.

Flinders Shire Council is entering a period of anticipated growth and development driven by emerging economic opportunities, infrastructure investment, and major projects within and surrounding the Shire.

To ensure this growth delivers genuine, equitable, and sustainable benefits for the local community, Council seeks to undertake a Community Needs Assessment (CNA).

Council is conscious of community engagement fatigue and the availability of existing information. As such, the assessment will primarily involve a desktop analysis of existing data, supported by targeted engagement with Councillors and key stakeholders. The project will draw upon current Council strategies, plans, demographic data, and relevant regional documentation.

The Community Needs Assessment will support proactive planning by identifying and addressing community needs early - prior to the implementation of major initiatives or projects.

The project must be completed no later than 30 June 2026.
