Tender Description
This Tender is invited by the Issuer.
The scope of this procurement includes monitoring progress, address emerging challenges, and embed sustainable capability uplift through a structured and evidence-based approach to change adoption through training outcomes.
The engagement will strengthen agency readiness by delivering solutions tailored to AUSTRAC’s reform environment and enterprise-wide change activities.
This engagement seeks to address/deliver:
- Customised learning and development initiatives, supported by appropriate materials, attendance tracking, and pathways that reinforce ongoing change adoption.
- People Leaders mentorship, coaching, and leadership development to enable senior decision-makers to champion reform and navigate complex adoption challenges.
- Needs analysis and tailored training proposal aligned to AUSTRAC frameworks, with costings for design, delivery, and BAU integration. Learning solutions must include relevant materials and pathways which reinforce ongoing change adoption.
- Actionable change adoption strategies to overcome resistance to change, documented in structured and practical implementation plans.
- Measurement and assessment outputs, such as baseline and follow-up usage and adoption reports, analytical dashboards, and recommendations that inform continuous improvement.
- Learning packages for future use that include adaptable modules, digital resources, guidance materials for facilitators, and participant support documents for tailored learning groups. Materials must be easy to use and suitable for conversion into online formats. Completion reports and attendance records, and where appropriate, certification, will be provided for each cohort.
Deliverables are required to be:
- Designed in alignment with the APS Change Framework
- Tailored to address AUSTRAC’s unique requirements
- Ensuring both best practice and agency-specific relevance
Optional deliverables:
- Behavioural change intervention artefacts to support adoption, including intervention plans, scripts, measurement tools, feedback mechanisms, and workshop materials to support consistent and scalable behaviour change.
- Change readiness assessments delivered as formal reports, providing data-driven insights on preparedness, risks, and adoption barriers.
Expected formats for deliverables:
- Learning materials (e.g., presentation decks) and facilitator guides (documents)
- Attendance tracking files and completion/certification records
- Coaching session plans and reflection templates
- Detailed change adoption strategy reports
- Implementation roadmaps (e.g., presentations or diagrams)
- Behavioural measurement tools (e.g., dashboards)
- Recommendations for continuous improvement (reports)
- Digital learning content or micro-learning videos (including SCORM files, audio/visual files, storyboards, and other working files)
