Development Prequalification Scheme – Invitation to Apply

Homes Victoria is releasing an Invitation to Apply inviting suitably qualified Community Housing Organisations to apply for membership of the Development Prequalification Scheme (Scheme). The Scheme will be established to streamline the delivery of medium to large social and affordable housing projects on Homes Victoria, other Government owned land or other such land as identified by Homes Victoria in partnership with the community housing sector.

The Invitation to Apply outlines general information about the Scheme including its purpose and scope along with information to assist in the preparation and lodgement of applications. It details the initial pipeline of projects proposed to be delivered through the Scheme and seeks an expression of interest in the future request for proposal on projects.

The Invitation to Apply outlines application requirements and the evaluation criteria Homes Victoria will use to evaluate applications for membership to the Scheme. At a high level, applicants will be assessed on their capability, capacity, and experience in delivering large scale projects. This includes their demonstrated approach to delivering comparable projects and experience in delivering quality tenancy management and asset management services. Assessment will also consider applicants approach to social procurement and acceptance of the pro-forma contract.

Applicants must prepare and submit a social procurement commitment proposal, prepare and submit a valid pre-assessment certificate as required by the Fair Jobs Code and will be required to complete a Local Industry Development Plan (LIDP) as part of Local Jobs First requirements.
