South Lismore Levee Floodgate Repair Works

Rous County Council are seeking submissions from suitably qualified and experienced civil contractors for the repair/replacement of four (4) concrete pipe and floodgate structures within the South Lismore Levee system. The sites are situated along the Levee, adjacent to the drain which runs into the Wilsons River in the locality of Three Chain Road and Lismore Airport. The 4 structures are located at Chainages 2450, 2500, 3000, and 3250 on the levee. The structures are estimated to be constructed in the 1940's, with the method of construction evident in the quality of concrete works. The flood gates structures are large diameter concrete pipes which run through the earthen levee to allow water from drainage channels to transfer into the main drain system. Pipe diameters are 900 mm and 1200mm. The purpose of the floodgates is to allow the flows to be restricted at times of heavy rain events and retain overland flow within the floodplain area. These four structures have been severely damaged in the floods of 2022 and require major works. The proposed works is to remove the damaged sections of pipe, and concrete abutments, replace and repair the pipe and endwall structures, repair the eroded areas, and reinstate rock armoring to protect the structure. The metal flap system on the outlet of the pipe will be replaced by Rous staff. Scheduling of works to be coordinated with Rous Staff.

The locality and specified design for the works are enclosed in drawings within the Tender Documentation. Rous has obtained the appropriate Fisheries permits for the works, with conditions relative to the REF.

Prior to submitting a quote, contractors are encouraged to inspect site conditions and accessibility. Site visits can be organized by contacting Council's nominated contact person.

The works, as suggested, will need to be undertaken in a compact time period, as to maintain the operational integrity of the levee system without risk of breach. Weather conditions and drainage flows and levels will be a consideration in the planning of the works. Prior to submitting a project plan, tenderers are to identify any forecast delays because of availability of materials such as the reinforced concrete pipes or endwalls - which may affect the deliverable date.
