Tender Description
The purpose of this project is the development of a suitable strategy that, over time, will deliver contemporary operational depot facilities for Penrith City Council. This strategy will be used to guide future investment, rationalisation and development of council depot facilities over the next 5 – 20 year period.
Penrith City Council (Council) is a large general purpose Local Government Authority in New South Wales, with the seat of the City of Penrith located approximately 55 kilometres west of Sydney’s Central Business District at the foothills of the Blue Mountains, covering an area of 404.9 square kilometres with a population of 217,664 (2021 ABS Census) and projected population by 2041 of 271,518 (NSW Department of Planning)
Provide a road map, that once delivered, allows for the optimal type and network of depot facilities that maximises support outcomes for future required service activities and levels :
- explore and identify depot redevelopment priorities and the reasoning behind this;
- roadmap with key implementation milestones over 5, 10, 15, & 20 year periods;
- include relevant cost estimates, timelines, and risk assessment considerations including the cost of doing nothing;
- Described options for scalable growth ie. increasing the scale &/or number of depot assets as the size of the local community increases;
- Detailed report with all findings and recommendations;
- Summary of results from planned stakeholder engagement
