Tender Description

⁠⁠⁠Scope

Camden Council invites tenders for the Design and Construction of Sports Lighting Upgrade Works at Nott Oval, Narellan. 

The work under this contract shall comprise of the lighting design, supply and installation of materials, equipment, plant, labour and all other items essential for the `full execution of all works described herein.

This contract shall include all site work, electrical and engineering works necessary to complete works for the proposed installation of sports lighting, and the removal of any redundant equipment.

The contractor shall complete all electrical installations in accordance to the specifications and to the relevant Australian Standards particularly AS3000 (2018) and the Endeavour Energy requirements in general. All works must comply with the Wiring Rules and the Service and Installation Rules of New South Wales.

The contractor must be prepared to accept all warranty maintenance, insurances and defect liability for the works.

The scope of works for the successful contractor will include but not be limited to the following:

  •  Undertake underground existing service investigation and Dial Before You Dig Enquiry.
  •  Site establishment and reinstatement including erosion control, fence, signs, setting out, turf replacement, WH&S, site clean-up and re-levelling including removal of construction wastes.
  •  Undertake necessary assessment(s) of existing Sports lighting infrastructure for re-use in the revised design.
  •  Design and Construction of sports lighting in accordance with approved design, specifications, relevant Australian Standards and Football NSW guidelines.
  •  Assembling scoreboard, Supply and construction of new scoreboard frame, and footings in accordance with supplied design and other necessary civil and electrical work to make the scoreboard fully operational.
  •  Act as the “Principal Contractor” in accordance with NSW WHS legislation.
  •  Demarcation of works area in accordance with the WHS legislative requirements.
  •  Coordination and management of traffic in, out and around the site during the course of works including the erection of temporary fencing to compounds & around synthetic field.
  •  The Contractor shall supply, install, maintain, and remove temporary fencing to fully secure the synthetic pitch work area for the duration of the works.
  •  The provision for management of all legislative requirements including WHS, Environment and traffic requirements during the course of the works.
  •  Undertake photo evidenced dilapidation report to the satisfaction of the principal prior to works onsite.
  •  Reinstate any damaged areas to their pre-existing condition to the satisfaction of the Superintendent (or authorised representative). Any damage to the synthetic surface shall be fully reinstated by the Contractor at no cost to Council, to the satisfaction of the Superintendent (or authorised representative).
  •  Removal any waste material created by the works offsite to an approved waste disposal facility at contractor's expense.
  •  Removal of redundant equipment/material and footings to an approved waste disposal facility at contractor’s expense.
  •  Obtain any necessary authority approvals necessary to undertake the works.
  •  Provide the design and certification of the design compliant to relevant Australian Standards including obtrusive lighting impacts to adjoining properties.
  •  The Contractor shall supply and install Sports lighting luminaires, including all necessary fittings, cabling, conduits, controllers, poles, arms, and footings, as required to achieve the specified lighting performance of 100 lux and 200 lux across the playing surface.
  •  Existing poles, arms, and footings may be reused where feasible, provided the Contractor obtains written confirmation from a qualified engineer that the existing infrastructure is suitable for the intended purpose and submits it for approval by the Superintendent (or authorised representative). Any modifications, strengthening, or replacements required to achieve the specified lighting performance shall be fully supplied and installed by the Contractor at no additional cost to Council, ensuring the completed installation meets all relevant standards and achieves the required lighting levels.
  •  Testing and commissioning of the installed Sports lighting to ensure it meet the requirements specified. Commissioning shall include night-time lux testing, aiming adjustments, and verification of all operating modes.
  •  The provision for management of all legislative requirements including WHS and Environment requirements during the course of the works.
  •  Provide certification of the lighting installation and lux report on completion. 
  •  Provide WAE documentation including design and installation certification confirming compliance with relevant Australian standards.
