Cash Forecasting System

⁠⁠⁠This opportunity seeks a Cash Forecasting Solution delivered as SaaS, together with implementation services, for use across NSW Treasury, other NSW Government Principal Departments and Agencies.

Project goals

To establish a new contract for the provision of a Cash Forecasting Solution that improves the collection, comparison and analysis of agency cash forecasts against bank actuals, supporting improved forecasting accuracy and liquidity management across NSW Treasury, other NSW Government Principal Departments and Agencies. The contract will be for an initial 3-year term, with two optional 12‑month extension periods.

Scope:

The key components of the Solution underpinning cash forecasting in Treasury’s context are:

• Hierarchy – the Hierarchy that controls the consolidation flow and aggregation of forecast data from Agencies, up to Principal Department level and up to Treasury level;

• Monthly Cashflow Operations – controls the collection of monthly submission forecast data from every Agency within a 6-day window at the end of each month in order to create a monthly baseline forecast for the upcoming period;

• Daily Cashflow Operations – daily review of forecast against actuals and reassessment of the baseline forecast to include more current information. The purpose is to predict the current day’s closing balances to enable daily cash management, as well as to continually refine the forecast outlook;

• Flow Aggregation and Consolidation – providing views of aggregate gross flows and consolidated net flows; and

• Reporting – a suite of interactive reports to analyse the actual balances and forecast data.

• The selected vendor may be required to provide a contingency management and project costs forecasting solution in addition to the Solution. The upcoming sections include more information on each of these components to provide additional context and future state capability requirements of the Solution
