(c) Deliver a durable and low-maintenance solution suitable for a tropical coastal environment

(d) Enable efficient delivery and installation in a remote location

(e) Minimise on-site construction complexity through prefabrication and modularisation

(f) Clearly allocate design responsibility and interface requirements to reduce delivery risk

(g) Achieve value for money through competitive procurement
