Tender Description
TAC is in year two of its six year Make Everyday Matter Strategy, which seeks to improve client outcomes, create a sustainable scheme for the future, improve travel safety and develop a high performing organisation. The first phase of this strategy delivered extensive enterprise architecture work, to ensure TAC had a clear set of options on how to achieve its intents.
Considering these options, it has become clear that TAC’s ability to support the design and implementation of its strategic transformation requires more time from it’s SME’s than is possible, given operational responsibilities. Considering these options, it has become clear that TAC’s ability to support the design and execution of its strategic transformation requires the sourcing and implementing of foundation platforms which include integration, automation and orchestration.
In the short term, these platforms will enable delivery of an uplift in process performance via the delivery of many tactical initiatives while the long-term transformation plan evolves.
This market exercise is designed to compare capabilities across the technology domains and understand TAC’s options for implementation and activation of the afore mentioned technologies/capabilities This market exercise is designed to compare capabilities across the technology domains and understand TAC’s options for implementation and activation of the technologies/capabilities.
Scope:
The breadth of required technology capabilities has been split across three categories:
Category 1 – Integration Services
• Integration Layer: API Management, Middleware Services, Event Stream processing and Data Integration
• Security: Authentication and Authorisation, Data Security, Secret management, Transport Security and policy enforcement
• Management and Monitoring: Service Management, Logging and auditing, Metric monitoring, Error handling and Job scheduling
• Governance: Service Catalogue and Service registry, Integrations Patterns Library
• Development and Testing Tools: Integrated Development Environment, Testing tools, CICD and IT Automation
• Cost profiles and design considerations for TCO
Category 2 – Process Automation Services
• Automation: UI + API Automation, Intelligent Document Processing and Agentic Orchestration, ML enhanced automation.
• Manage and Run: Analytics, Observability, Bot/Agent/Service orchestration, pattern-based delivery
• Testing: Test automation, Regression/Test suite management, Traceability
• Governance and Security: Cloud based – hybrid enabled, access control, authentication, data encryption, audit logs, IRAP compliance
Category 3 – Business Process Orchestration Services
• Orchestration – Executable business processes, human in the loop, Service + UI + Manual workflow management, document creation, management of process exceptions to avoid core application customisation, management of long running end-to-end processes.
• Low-Code – Solution pattern reuse/pattern library, Design systems to maintain UI consistency, Data fabric/virtualised data layer, front end interface design
• Rules Engine – Decision as a service, Decoupled business logic, Business policy management and auditing
• Reporting and Governance – Process analytics, process intelligence, continuous improvement dashboards, fine grained user access.
